SAN JUAN, Puerto Rico _ Puerto Rico’s governor says developers are investing $230 million to build a long-awaited Four Seasons resort in the island’s northeast coast.
Alejandro Garcia Padilla said Wednesday that the hotel will be based in Fajardo and will open by the end of 2018. He said various issues previously delayed construction of the hotel to the point where the original infrastructure had to be demolished.
He said the project will generate some 800 temporary and permanent jobs.
The announcement comes as Puerto Rico seeks to boost its tourism sector amid a decade-long economic crisis that has spooked many investors. The U.S. territory has reported a record number of cruise ship passengers, added 1,000 hotel rooms this year and welcomed 11 new flights to the island.

NEW YORK _ U.S. stock indexes are slightly lower Wednesday as health care companies continue to struggle. The price of natural gas is surging as winter begins, and that’s giving energy companies a lift. The Dow Jones industrial average remains near record highs, but short of the 20,000-point milestone.
KEEPING SCORE: The Dow dipped 21 points, or 0.1 per cent, to 19,953 as of 2 p.m. Eastern time. Goldman Sachs was responsible for almost all of that loss. The Standard & Poor’s 500 index lost 3 points, or 0.1 per cent, to 2,267. The Nasdaq composite fell 6 points, or 0.1 per cent, to 5,477. More stocks rose than fell on the New York Stock Exchange. Trading remains light.
HEALTH WOES: Cancer drug maker Celgene dipped $2.08, or 1.8 per cent, to $116.44 and health insurance company Anthem lost $2.68, or 1.8 per cent, to $144.98 as health care stocks fell. The S&P 500 health care index is down about 4.5 per cent this year. It’s the only sector that is currently lower than it was at the end of 2015…

LAGOS, Nigeria _ Nigeria’s anti-corruption agency is reviving a five-year-old scandal involving one of Africa’s richest oil blocs, in which a former petroleum minister and his allies allegedly made $1.1 billion dollars and the state oil company $210 million.
The Economic and Financial Crimes Commission filed suit Tuesday in the federal high court charging former petroleum minister Dan Etete, former justice minister Mohammed Bello Adoke and businessman Aliyu Abubakar with fraud and money laundering of hundreds of millions of dollars in the sale of the bloc. The money came from a Nigerian escrow account at the London branch of JPMorgan Chase, according to the court document.
The story of the Malabu OPL 245 oil bloc already is being investigated in the United States, Britain, Italy and France. The accusations are typical of the corruption that has impoverished Nigeria, which has the continent’s biggest economy and second-largest oil production.
Separately, Nigeria’s legislature is investigating why the state got so little of the proceeds of a deal brokered by Bello Adoke in 2011 to resolve an ownership dispute involving British-Dutch oil multinational Shell, Italian Eni, Etete’s Malabu Oil, Abubakar’s Rocky Top Resources and Nigeria’s state oil company…
