OTTAWA _ Concern is growing that federal negotiators aren’t doing enough to protect the personal information of Canadians from prying U.S. interests at the North American Free Trade Agreement negotiations.
Information technology companies and other digital economy insiders say federal negotiators appeared unprepared during this week’s third round of talks to counter an American proposal that would forbid the storage of sensitive data in computing facilities on Canadian soil.
Some warned that Canada appeared soft on the issue and might concede to the American demands in the interest of horse-trading _ to potentially win concessions on higher-profile areas of contention, such as autos and agriculture.
They say giving in to American demands to open up a freer flow of cross-border data would not only undermine domestic privacy rights, but hamstring the ability of emerging Canadian companies to compete in the growing digital economy.
At issue is so-called “data localization,” which would allow the government to protect the sensitive personal information of Canadians _ especially health and financial records _ from unwanted American intrusion, by storing it in Canada…

LAVAL, Que. _ Shares of Valeant Pharmaceuticals Inc. are up nearly six per cent after the company announced it has completed the sale of its iNova Pharmaceuticals business for $930 million in cash.
The Quebec-based company says it will use net proceeds of about $920 million from the sale to reduce its debt.
CEO Joseph Papa said the sale of iNova to Pacific Equity Partners and the Carlyle Group is also part of Valeant’s efforts to simplify its portfolio and focus on its core businesses.
The company’s stock (TSX:VRX) was up 96 cents to $18.05, 90 minutes after the start of morning trading.
Valeant shares have plunged since questions about its business model first emerged two years ago, when they traded for more than $300 per share.
The company has since faced a string of lawsuits, including one from its former chief executive, as well as swelling debt levels, losses of more than US$2.4 billion and scrutiny over its drug pricing practices.
Following the anticipated closure of the sale of its Obagi Medical Products business this year, Valeant says it expects it will exceed its August 2016 commitment to pay down $5 billion in debt before February 2018…

TORONTO _ Canada’s largest stock index posted a minor gain today, while the loonie fell amid the latest GDP numbers released by Statistics Canada.
The S&P/TSX composite index advanced 16.69 points to 15,634.94, lead mainly by financials.
Statistics Canada reported that gross domestic product was essentially unchanged at zero per cent growth in July compared with June, a development that could head off more rate hikes this year.
The Canadian dollar was trading at an average price of 80.13 cents US, down 0.19 of a cent.
In New York, the Dow Jones industrial average added 23.89 points to 22,405.09. The S&P 500 index edged up 9.30 points to 2,519.36 and the Nasdaq composite index advanced 42.51 points to 6,495.96.
In commodities, the November crude contract was up 11 cents to US$51.67 per barrel while the November natural gas contract lost a penny at US$3.01 per mmBTU.
The December gold contract gave back $3.90 to US$1,284.80 an ounce and the December copper contract retreated three cents to US$2…
