WASHINGTON – Regulators have closed a small lender in California for the 17th bank failure in the U.S. this year after 24 closures in 2013.
The Federal Deposit Insurance Corp. said Friday that it has taken over Frontier Bank FSB, based in Palm Desert.
The bank is better known as El Paseo Bank and operated two branches. It had about $86.4 million in assets and $82.1 million in deposits as of June 30.
Bank of Southern California NA, based in San Diego, will pay the FDIC a premium of 1.06 per cent to acquire all of Frontier Bank’s deposits.
In addition, Bank of Southern California agreed to buy essentially all of the failed bank’s assets.
Frontier Bank’s failure is expected to cost the federal deposit insurance fund $4.7 million.

BEIJING, China – Prime Minister Stephen Harper was surrounded by Chinese business representatives clamouring to have their photo taken with him today after he announced an array of commercial deals with China.
At a Canada-China business luncheon in Beijing, Harper witnessed the signing of more than 20 deals between Canadian and Chinese organizations valued at more than $1 billion.
They include an investment deal in the sustainable technologies sectors to combat air pollution in China.
Harper then made a speech to the conference, telling the audience that Canada hopes to narrow the significant trade imbalance between Canada and China, creating Canadian jobs as a result.
Following the speech, the crowd was told the prime minister would pose for photos with anyone interested. Within minutes, dozens of Chinese business people flooded to the front of the room to pose beside the smiling Harper.
Later today, Harper is expected to announce that Canada and China have signed a deal to make Canada the first Chinese currency hub in the Americas…

BEIJING, China – Ministers from Pacific Rim countries on Saturday endorsed a call to formally start work on a free-trade initiative seen as an effort by China to raise its influence in trade policy.
The ministers meeting ahead of next week’s gathering of leaders from the United States, China, Japan and other countries at the Asia-Pacific Economic Cooperation summit also endorsed a proposal to co-operate on fighting official corruption, Chinese officials said.
The trade initiative — the Free-Trade Area of the Asia Pacific — comes out of earlier promises by APEC governments to liberalize trade. It is being promoted by Beijing in what analysts see as a Chinese effort to gain influence in U.S.-dominated global trade and financial regulation.
The proposal endorsed by trade ministers from the 21 APEC nations calls for the group to launch a formal study of the initiative and promote co-operation in services, investment and other trade issues, according to the Chinese minister of commerce, Gao Hucheng…

BEIJING, China – China’s graft busters want foreign help in their “fox hunt” for corrupt officials who have fled the country and stashed their ill-gotten loot abroad, but misgivings about Chinese justice may deter the U.S. and other nations from wholeheartedly joining the chase.
When leaders of Asia-Pacific countries meet Monday and Tuesday in Beijing, they are expected to endorse a network for member nations to share information on corruption cases and help recover assets that have been moved across borders illegally.
“We are setting up what is called an anti-corruption and transparency network,” said Alan Bollard, APEC’s Secretariat executive director. “This group will try and bring together the actual operational people who will share information on particular cases, share information about how to get convictions and prosecutions and, if necessary, assets back as well.”
