ALBANY, N.Y. – New York may allow the parents of young children to defer a piece of their state income taxes to help cover the cost of child care.
The novel proposal, introduced as legislation this past week in Albany, is intended to address an expense that challenges nearly every family budget but gets far less attention than saving for college or retirement.
“Child care, next to the mortgage, is the biggest expense we have,” said Tom Devaney, a grant writer in the Long Island town of Mineola. He and his wife have a 3-year-old son and 6-month-old twin boys. “Anything that can bring down the cost — even a little — is going to help a lot of families.”
Child care in New York costs more than $10,000 a year on average, rivaling the cost of housing as the largest financial burden on the parents of young children. And compared with other big expenses such as housing, health care or higher education, government does relatively little to help.

LONDON – International bank HSBC said Sunday it has decided to keep its headquarters in London after considering a move to Hong Kong in response to tougher U.K. banking regulations.
In a statement, the bank said that London was a global financial centre, “and home to a large pool of highly skilled, international talent. It remains therefore ideally positioned to be the home base for a global financial institution such as HSBC.”
A headquarters move would have been a huge blow to Britain’s Conservative government, which wants to retain London’s status as a global financial power.
The bank said the board’s decision had been unanimous.
Chief executive Stuart Gulliver said “having our headquarters in the U.K. and our significant business in Asia Pacific delivers the best of both worlds to our stakeholders.”
Europe’s largest bank by market value, HSBC announced last year that it was reviewing the location of its headquarters.
The bank has been steadily shifting its centre of gravity toward the fast-growing Asian economies…

TEHRAN, Iran – Iran says it has exported its first crude oil shipment to Europe since it reached a landmark nuclear deal with world powers, the official IRNA news agency reported Sunday.
IRNA quoted Deputy Oil Minister Rokneddin Javadi as saying the shipment was the first in five years and marked “a new chapter” in Iran’s oil industry.
He did not elaborate but IRNA said several western tankers have loaded Iran’s oil in recent days.
Iran plans to add one million barrels to its oil production following implementation of the nuclear deal, which lifted international sanctions in exchange for Iran restricting its nuclear activities.
Iran expects an economic bonanza after the lifting of sanctions, which will allow it to access overseas assets and sell crude oil more freely.
Javadi said Iran has already reached agreement to export oil to France, Russia and Spain.
The country used to export 2.3 million barrels per day but its crude exports fell to 1 million in 2012…
