Premier Brad Wall considering options for fund for future development
– canadianbusiness.com
REGINA – Saskatchewan Premier Brad Wall says he thinks it’s a good idea for the province to try to save money for the future while also paying off the debt.
Wall made the comments after the release of a report calling for the creation of a permanent fund for future development using non-renewable resource revenues, such as those from oil and gas.
The report by former University of Saskatchewan president Peter MacKinnon makes 10 recommendations, including putting a high priority on creating the fund.
MacKinnon says the fund needs a clear purpose as a permanent investment fund and shouldn’t be used as a rainy-day account for governments to balance their budgets.
The premier says he likes a plan that includes having cash on hand for the short term, long-terms savings and debt reduction.
Wall has previously said the province should look at saving money from non-renewable resources, but not until after the debt is paid off.

Cuba’s hint it may reverse home-cinema ban seen as unusual, sign of entrepreneurs’ influence
– canadianbusiness.com
HAVANA – Something unusual appears to be happening in Havana.
The Communist government may be backing off an unpopular economic crackdown barely a week after it was announced — a feat of political dexterity islanders say they are not used to seeing from a leadership that has been in power since the 1950s.
The brouhaha centres on a ban announced Nov. 2 on the dozens of private home cinemas and video game salons that have mushroomed in recent months, becoming a popular diversion for entertainment-starved residents.
The government denounced the cinemas as spreading uncultured drivel to the young, and ordered them closed for stretching the boundaries on the kinds of private businesses allowed under reforms instituted by President Raul Castro.
Then came the backlash, with entrepreneurs bemoaning thousands of dollars in lost investment and moviegoers saying they were exasperated by heavy-handedness toward a harmless diversion. The official reaction was swift, and unprecedented.
An article in the Communist Party daily Granma on Monday acknowledged there was wide disapproval of the ban, and hinted it was being rethought…

Financial Certifications Glossary from IIROC: a Useful Start though More is Needed
– http://canadianfinancialdiy.blogspot.ca
The Investment Industry Regulatory Organization of Canada’s online glossary of about 40+ financial titles and designations is a good step forward towards lessening the confusion confronting the average person looking for expert advice. The direct weblinks to all the sponsoring / certifying organizations’ websites is itself a big timesaver. The listing of education requirements for each designation gives an impression of how substantial and deep the required knowledge base is for each.My suggestions for additional info for the glossary:1) Standard of Care provided to Client – does the holder of a designation undertake to provide advice under a fiduciary duty best-interest standard or a suitability standard or something else? This is a hot topic these days as the Ontario Securities Commission considers whether to impose best-interest standards on people who call themselves financial advisors. The glossary indicates whether each designation has an ethics code but it doesn’t, and could and should, say what each code promises on this critical point…
