NEW YORK, N.Y. – Small business owners are keeping a cautious approach to running their companies even as they grow more optimistic.
Surveys released Tuesday by Wells Fargo & Co. and Bank of America Corp. found many owners still have conservative hiring plans and little appetite for loans.
Stronger revenue and cash flow are behind the optimism. In the Bank of America survey, 68 per cent of owners said they expect revenue to increase in the next 12 months.
Wells Fargo’s second-quarter Small Business Index is up to 47 from the first quarter’s 45, its highest level since before the 2008 financial meltdown.
Both surveys found owners willing to hire. But Robb Hilson, Bank of America’s head of small business banking, says owners aren’t likely to hire at the explosive pace of a decade ago.

Australian prime minister promises to share pain in his government’s first annual budget

CANBERRA, Australia – Prime Minister Tony Abbott has promised to share the pain in his conservative government’s first annual budget aimed at reducing national debt.
His government’s financial blueprint for the next fiscal year beginning on July 1 to be revealed to Parliament on Tuesday also promises to be politically damaging after his coalition was elected in September on a pledge not to increase taxes.
Abbott confirmed on Sydney radio 2GB on Tuesday that a gasoline tax that was been frozen at 38.1 Australian cents (35.7 cents) per litre since 2001 will again increase with inflation.
But Abbott said the extra revenue raised will go toward extra spending on road building as part of an allocation of AU$11.5 billion for infrastructure.
“We’re all in this together, and what I don’t want … is for a pensioner (retiree) to be able to look me in the eye and say: ‘I’m bearing pain and you’re not,’ because it’s got to be fair,” Abbott said…

Lew presses Beijing to let market set exchange rate, give foreign investors more access

BEIJING, China – The U.S. treasury secretary pressed China on Tuesday to ease politically sensitive exchange rate controls and lower barriers to foreign investment.
Beijing in March widened the narrow band in which it allows its yuan to fluctuate against the U.S. dollar. But it retained controls that critics complain keep the yuan undervalued and give its exporters an unfair price advantage.
“It’s important that China demonstrates a renewed commitment to move towards a more market determined exchange rate,” Treasury Secretary Jacob Lew said in a meeting with a deputy Chinese premier, Wang Yang.
Washington wants a more “open, balanced” trade and investment relationship, Lew said. That would include opening China’s markets wider to foreign investment and ensuring equal treatment for all companies, he said.
Lew was due to meet later with China’s top economic official, Premier Li Keqiang.
Communist leaders have promised to give entrepreneurs and market forces a bigger role in China’s state-dominated economy in hopes of making it more efficient and productive…
