TOKYO – Japan and Myanmar on Sunday signed an investment treaty to nurture closer business ties as the once secluded Southeast Asian country opens its fast-growing economy to more foreign commerce.
Prime Minister Shinzo Abe and Myanmar President Thein Sein signed the deal in summit talks following a gathering of leaders from the Association of Southeast Asian Nations in Tokyo.
Japanese businesses have been eager to invest in Myanmar and have stepped up their activities there after Thein Sein’s reformist government came to power in 2011 after nearly 50 years of military rule. Japan’s trade ministry said the agreement is intended to provide greater protections and a stable legal environment for investors.
Attracting foreign investment and lending is crucial for aiding the expansion of Myanmar’s resource-rich economy. The country has significant growth potential but is burdened with an inefficient farm sector. It also lacks a manufacturing base after decades of foreign sanctions and restrictive laws under military rule…

Regulators are looking for a methodology to stick a label on mutual funds that tells ordinary joe investors how much risk they are taking on if they buy into the fund. The regulators want something that is easy to understand, easy to calculate and implement, stable through time, easy to monitor and uniformly applicable to all types of funds. The proposal is to use monthly volatility over the last ten years, expressed annualized, either of the fund itself if it has enough history, or its benchmark index to make a five level Low to High risk scale.My modest alternative proposal: take the fund’s annual (total) Expense Ratio as follows (maybe adjust the boundary numbers somewhat since this is kinda back of the envelope)Low Risk – under 0.5%Low-Med – 0.5 to 1.0%Med – 1.0 to 1.5%Med-High – 1.5. to 2.0%High Risk – 2.0% & overWhy do I think it’s better?1) It’s even simpler and more straightforward to do all the regulators want. There’s no fudging about which index to apply to new funds.2) The general results will in any case be pretty close to the received wisdom about relative risk categories – bond funds have much lower expense ratios than equity funds…

Citing gov-elect, company quietly suspends bid for East Coast’s first uranium mine in Virginia

RICHMOND, Va. – A company is suspending its campaign to mine one of the world’s largest known deposits of uranium ore in Virginia, concluding that Gov.-elect Terry McAuliffe’s opposition presents a significant challenge over the next four years.
Virginia Uranium Inc. said it will not back the introduction of uranium mining legislation in the 2014 session of the General Assembly, which would be a first step to tap a 119-million-pound deposit of uranium in Pittsylvania County known as Coles Hill.
“The company is currently evaluating all its options going forward, including a substantial reduction of expenses on the Coles Hill project for the interim period,” VUI’s parent company Virginia Energy Resources Inc. wrote in financial statement and filed in late November, several weeks after McAuliffe’s election on Nov. 5.
McAuliffe, a Democrat, had said before his election he would not support lifting the state’s decades-long ban on uranium mining and affirmed that position after his election…
