MANILA, Philippines – The laundering through the Philippines of $81 million stolen by hackers from a U.S. Federal Reserve account is adding to pressures on the Southeast Asian country to fix loopholes in its financial regime.
It also highlights a potential pitfall in global anti-money laundering efforts, which in the case of the Philippines has focused more on vanquishing terrorist financing than on preventing misuse of the financial system by banks and casinos.
The disclosure of the theft from an account of the Bangladesh central bank at the New York Fed, has given such issues fresh traction, with a front-runner for the May presidential election, Senator Grace Poe calling for a change to the Philippines’ stringent bank secrecy law.
“The trend now in the world is having bank disclosures, not bank secrecy,” Poe told reporters earlier this week. “This is to prevent also the funneling of money down to terroristic activities, drug cartels, etc. We should be one with the international community in preventing such activities…

SEOUL, South Korea – Asian stocks mostly advanced on Friday as higher prices for commodities, including crude oil, pushed Wall Street stocks higher overnight. But shares in Tokyo fell as the yen’s strength worried investors.
KEEPING SCORE: Japan’s Nikkei 225 fell 1.3 per cent to 16,724.81 while South Korea’s Kospi added 0.1 per cent to 1,992.12. Hong Kong’s Hang Seng index rose 0.6 per cent to 20,616.98. The Shanghai Composite index in mainland China rose 1.8 per cent to 2,955.67 while Australia’s S&P/ASX 200 gained 0.3 per cent to 5,239.30. Stocks in Taiwan, Singapore and Indonesia were higher.
ANALYST’S TAKE: “A lot of the worries on the worry list from early this year have faded,” Shane Oliver, head of investment strategy at AMP Capital in Sydney, Australia, said in a daily commentary. Oliver cited the stabilization of the Chinese renminbi, the halt in the U.S. dollar’s rise, eased fears about a U.S. recession and higher crude oil and commodity prices…

How to survive the oil slump—from the people who lived it before(Portrait by Erik Putz)
Most people working in the oilpatch in the summer of 2014 had never known a prolonged downturn. But in the 1980s and ’90s, it was the norm. We asked battle-tested industry veterans how they survived past oil price crashes—and how today ’s leaders can persevere:

IAN MACGREGOR
President, CEO and chairman, North West Upgrading
Ian MacGregor entered the oil and gas industry in 1969, splitting his time between studying mechanical engineering at the University of Calgary and doing shifts as a night watchman at the machine shop where his father worked. Following graduation, MacGregor bought a truck and a set of tools, and turned his attention to fixing things; mechanics was more lucrative than engineering, he says.
How energy companies are responding to the oil price slump
MacGregor started his first business, oil-field engineering and construction firm Abax Energy Services, in 1972. Entrepreneurship was a good fit, and MacGregor has been at the helm of various ventures since, including building and operating small gas plants, starting a private investment company, and his current role: president, CEO and chairman of North West Upgrading, a Calgary-based company partnering to build a bitumen refinery near Redwater, Alta…
