Uncosted spending promises lurk for LiberalsMinister of Finance Bill Morneau leaves the foyer after speaking to reporters on Parliament Hill after being sworn in earlier in the day, on Wednesday, Nov. 4, 2015, in Ottawa. (Justin Tang/CP)
TORONTO – The dimming economy is not the only challenge facing Finance Minister Bill Morneau as he puts together his first federal budget.
Morneau must also wrestle another major mathematical threat to Canada’s bottom line: uncosted Liberal promises made during and since the election campaign.
The list is long, and many of the costs have not been made public — something Morneau has committed to rectifying when he tables the fiscal blueprint this spring.
“What we will be doing is updating, in order to make sure that we have costings on every single one of our initiatives,” Morneau told reporters last week in Toronto when asked whether he was willing to run annual shortfalls bigger than $10 billion.
“So that we can give Canadians a very clear and transparent understanding of our financial situation at the time of the budget…

BEIJING, China – As international markets watch anxiously, China is due to release a flood of data Tuesday that are likely to show economic growth slowed in the latest quarter but still is among the world’s strongest.
___
BY THE NUMBERS
Private sector forecasters say growth in the world’s No. 2 economy at best came in slightly above the previous quarter’s 6.9 per cent and at worst fell as low as 6.4 per cent. That would be less than half 2007’s peak of 14.2 per cent. But it would be the second-strongest among major countries, surpassed only by India, which is one-tenth China’s size. Growth has fallen steadily over the past five years as the ruling Communist Party tries to steer away from a worn-out model based on investment and trade to self-sustaining growth driven by domestic consumption and services. For the full year, the International Monetary Fund and private sector forecasters expect 2015 growth to have slowed to 6.8 per cent. That would be in line with the ruling party’s goal of “about 7 per cent…

WASHINGTON – A new wave of oil from Iran will flow into a global market awash in oil where prices are plumbing depths not seen in a dozen years.
With a historic nuclear deal between Iran, the U.S. and five other world powers set into place this weekend, a European oil embargo on the world’s seventh-largest oil producer will end.
The most immediate fallout may be a steep drop in crude oil prices starting with the Asian market on Monday morning.
The anxiety already was palpable in Saudi Arabia’s stock market, which plunged more than 5 per cent Sunday. Saudi Arabia is the biggest oil producer within OPEC, the oil cartel with waning influence to which Iran also belongs.
